Magnolia Women’s Recovery Programs (MWRP)

  

1.  Introduction

Magnolia Women’s Recovery Programs (MWRP) is a community-rooted, women-led organization dedicated to creating pathways for healing, restoration, and empowerment for women navigating substance use recovery—particularly those who are pregnant or parenting. MWRP provides holistic, culturally affirming support that prioritizes dignity, equity, and sustainable transformation.

We are seeking proposals from qualified consultants or firms with demonstrated expertise in federal, state, county, and other grant management to partner with us in building, implementing, and sustaining systems that support grant compliance, effective reporting, and collaborative engagement with program partners. The successful applicant will possess knowledge and experience in working with the GPRA system.

 

2.  Project Overview & Objectives

MWRP has identified the need for comprehensive support in three key areas:

1.  Systems Development and Implementation – Establish and launch grant management systems to ensure compliance with multiple funders and partners.

2.  Training and Onboarding – Build internal staff and partner capacity through tailored training on grant roles, responsibilities, and compliance protocols.

3.  Partner Collaboration – Facilitate shared understanding and accountability among Behavioral Health Team participants and partners regarding grant deliverables, timelines, and compliance expectations.

 

3.  Scope of Work

Goal 1: Systems Set Up (Yearlong Engagement)

●     Develop and implement comprehensive grant management and compliance systems.

●     Participate in trainings, webinars, and meetings related to the grant.

●     Create training materials and onboarding guides for new staff and partners.

●     Support agreement development with partners or subcontractors.

●     Prepare systems for monitoring and compliance in fiscal and programmatic areas.

  

Goal 2: Grant Management Assistance (Ongoing Partnership)

●     Analyze and implement grant award requirements and stipulations.

●     Serve as liaison with funding sponsors for rebudgeting, scope changes, carryover requests, and no-cost extensions.

●     Prepare and submit progress and financial reports.

●     Conduct monthly financial monitoring and forecasting.

●     Manage quarterly effort reporting.

  

4.  Proposal Requirements

Proposals must include the following elements:

1.  Cover Letter – Introducing your firm/consultancy.

2.  Narrative: Organizational Background & History – Mission, history, and expertise, including experience with GPRA.

3.  Narrative: Scope of Work Approach – Detailed approach to each goal.

4.  Similar Projects – At least three (3) examples of similar projects.

5.  References – At least three (3) professional references from similar projects.

6.  Key Personnel – Resumes/CVs of all individuals involved.

7.  Project Timeline – Detailed timeline with milestones.

8.  Project Budget – Comprehensive budget including rates and expenses.

  

5.  Evaluation Criteria

●     Demonstrated knowledge of grant management and compliance.

●     Experience with SUD populations and culturally affirming models.

●     Successful completion of similar projects with measurable outcomes.

●     Capacity to start work immediately and meet deadlines.

●     Quality of the proposed approach and alignment with MWRP’s mission.

6.  Submission Instructions

Length: Proposals should be no more than six (6) single-spaced pages, not including attachments of letters and resumes.

Each criterion will be scored according to the following scale:

 

●     Excellent (Full Points): Exceeds requirements with clear, thorough, and well-documented responses.

●     Good (75–99% of Points): Meets all requirements with adequate detail and supporting evidence.

●     Satisfactory (50–74% of Points): Meets most requirements but lacks depth, clarity, or evidence in some areas.

●     Needs Improvement (1–49% of Points): Partially meets requirements but omits key elements or lacks sufficient clarity.

●     No Response (0 Points): Does not address the criterion.


Estimated Time to Prepare Proposal

 

Based on the required components and level of detail requested, MWRP estimates that a complete, competitive proposal may require between 10 – 20 hours of preparation time, depending on the proposer’s existing materials and familiarity with similar projects.

MWRP reserves the right to reject any or all proposals, to waive informalities and minor irregularities in proposals received, and to accept any portion of a proposal or all items proposed if deemed in the best interest of the organization. Issuance of this RFP in no way constitutes a commitment by MWRP to award a contract. All costs associated with the preparation and submission of proposals are the responsibility of the applicant and will not be reimbursed by MWRP.
